A  SYMPOSIUM THAT FORGETS THE REAL CAUSES OF THE PROBLEM AND THE ONLY PROTAGONIST IN THE CUBAN ISSUE : THE CUBAN  PEOPLE.  

The victims of a gang  of thugs in power.

The article below was  written eighteen years ago

but the regime is still giving the same deceitful  speech and manipulating  the demagogical schemes to gain time once more. The article below shows that nothing has changed ,that the rethorics might change but the methods and the actions remain the same and the cause of the miseries and demise of the majority of the inhabitants of the island.

Under the topic  :" General Optiques" on Cuba  and the Inter-american Relations " 

It comes to my attention the fact that the  present  Symposium will be attended by a number of very reputed scholars from different backgrounds and with different  points of views that in all evidence, will have  opposite views or stands concerning this topicon the Cuban Relations with the rest of the continent and the world.

For the purpose of shedding new lights and approaches to the critical situation in which that country is at this very moment, it would be very useful to retro-actively or in a retrospective analyse the very same process that deviated Cuba  from the normal path 

and the development  of such International Relations and on  the Bilateral and Multilateral levels .

The causes for such deviations, the roots of the ruptures with a number of other nations,including the United States of America, must be again re-analysed and registered on the record . And if need be, in the chronological sequences and stages.

so in the light of that analysis a new light and fair conclusions might be brought down.

In the light of the new facts , the new  changing patterns that are evolving world wide in the Economics as well as in the Social and Political sectors, such as the market globalization, the new trend is in the Democratization  of the world and the increasing concern is with the issues of the Human Rights all around the world plus the actual decay or de-scalation of the Cold War and the changes in the World Power  Correlation in the planet. All are factors to be entered in the actual analysis of the Cuban International Relations issue.

Moreover, in the evolution of the present negociations for the Economicla Integration of the North American continent ,with its probable spins offs and derivations toward the integration of the rest of the american continent - Central and  South America in this case - the present situation of Cuba's Inter-american Relations become an issue of  great importance in that  process.

As a matter of fact the importance of Cuba in this  context can not be neglected and ignored. To a great extend  Cuba is a main factor or a key factor to the future off the Regional Integration in the Economic and Political scopes of this process. This mainly 

due to its geographical position , to the composition of its Demography and Cultural backgrounds and to the Historical and Political ties that Cuba, traditionally has had with the United States and the rest of the continent. But we must add to these  the new

ties that Cuba has had established -- in the recent  past -- with European countries.

 

Looking at Cuba today, we can see that no  other country in the continent has accumulated  or gathered the advantages of so many experiences in its former relations with former Eastern SEuropean block of nations. This fact constitutes a great asset for  future Economics and Trade purposes because there are tens of  thousands of cubans who did studied  in those countries and speak the languages of those nations.

Also, no other nation of this Hemisphere has over 10 % of its population in Exil or residing in many countries as do the cuban people. In that context, most of the cubans reside in the USA where they have developped considerable assets, finantial affluence and cultural  tiesFrom taking  in consideration all of these factors, it becomes evident that  the Cuba of the future will be a very important ,if not the key factor for the further development  of the Continental's Trade and Economics integration .

Add to this the fact that the cuban  people -- as a whole -- is  one of the best educated 

and trained in this continent. This is an asset  and gives to Cuba an advantage with respect to the other nations. This fact  , on the competence and education context, can be seen in the Exile community. The capacity demonstrated by the Exiles, is more than evident it is proven by the huge  amount of assets cummulated in less than 30 years

, from the scratch start in 1959  to today , this community has amassed over $120 billions in all kinds of assets. They occupy high positions in many of the biggest corporations, they are active in american politics, their presence in almost each of the american Universities as profesors and as students is remarkable. These all is  what 

can make a different Cuba in the future, these human assets. There are enough statistics on this fact so no need to abound on it.

There is something that should not be forgotten at that Symposium. It is that the cuban  people, the whole of the cubans , in and outside of Cuba , are the only ones that -- in the long run and  finally -- will be the instrumental factor to achive  the future  progress of development and not the  present regime which so far has proved to be incompetent, inept and above all irresponsible and full of hypocresy and  demagogical in its speech

and actions. 

For all what matters here, this regime has not given  to the cubans the Freedom and Rights that are needed to develop the Economy and create richness and a better standard of living and show  the world its true potentials as a nation. This is a  fact ,

the  people attending that Symposium , should not forget.

Now if we take into considerations the massive injections  in subsidies and finantial

assistance  that this regime has  received  in the last three decades and  an assistance that no  other nation  in the world has ever received from a foreign power , an estimate of $ 4 billions  a year, we must  wonder about the capacity or competence of this regime to rule  and administrate the cuban resources and Economy. We can see  that in the last 34 yrs. there is not a a single sign of true development  to achieve a status of Econmic Independence by the bias of the developement of the national resources 

despite the massive finantial assistance from the soviet Union, but all the opposite. 

Where is that progress  and developmment or the eoconmic independence after these 34 yrs.?

The heads of this regime are accountable for the waste, the poverty and the destruction of almost everything in Cuba.The Destruction of the Economy  was accompanied by the destruction or negligence of the infrastructures and the base of the Economy  that is : the means  and tools of production.

The confiscations of  private properties , lands, industries, businesses  etc. and the hostile and harassing actions by the regime's authorities ,--against the  business community,--  lead to the bleeding  of the main source of richness of any nation : THE

PEOPLE. Hundreds of thousnads began to flee into Exile as soon as this destructive process began with the results  that we see today : ""a special period"" SIC !

THE REST OF THIS ARTICLE  -- I THINK  -- IS NOT RELEVANT FOR THE PURPOSE OF DEMONSTRATING THE INERTIE, THE INEPTIE AND THE BAD FAITH DEMONSTRATED IN THE WHOLE HISTORY OF THE REGIME'S RULE OVER  CUBA AND ITS PEOPLE. AND OF THE TOTAL DESTRUCTION OF THE PRODUCTIVE BASES OF CUBA.
